Since Veracruz Gov. Javier Duarte took office in 2010, the state has seen 13 of its journalists killed, 11 inside the state, and three more are missing, according to the Committee to Protect Journalists, a U.S.-based advocacy group.
The United Nations High Commission on Human Rights condemned the killings, saying that the bodies had signs of torture and sexual violence and that the climate of impunity "is one of the obstacles to practicing freedom of expression in Mexico."
Mexican journalist protection groups are already expressing fears that authorities won't consider the brutal killing of a photojournalist as being related to his work - even though he fled the state he covered fearing for his safety.
The governor of Veracruz said that he regrets the death of five people.
