The flights will begin on Feb. 4, and regional governments will meet again in mid-February to evaluate the plan.

Cubans currently only need to set foot on U.S. soil to gain entry.

Nearly 200 Cuban migrants who recently arrived in southern Mexico after being stranded several months in Costa Rica began making plans to travel to the border with the United States.

Cubans will have to leave Mexican territory after the permits expire, the National Migration Institute said, adding the visas were given for humanitarian reasons.

Cubans selected for the first flight said they were relieved to finally be on their way.

Authorities from Mexico and Central America are putting the final touches on a plan to move Cuban migrants from Costa Rica to Mexico as early as next week.
