The director explains that this is called impunity and that it has an explanation: “the prosecutors , the army , and the federal police officers depend on the President ” and that “this happens when a local prosecutor doesn't investigate a Governor .”

In the clip titled “Raise the Curtain” ( "Arriba el Telón" ), promote by the Mexican Commission for Human Rights Defense and Promotion ( Comisión Mexicana de Defensa y Promoción de los Derechos Humanos ), Iñárritu emphasizes that in Mexico , people distrust prosecutors and attorneys “to the point where only 6% of crimes are reported, and in very few cases the responsible ones are jailed.”

In the face of this, he proposes “having Attorneys independent from the President , Governors , political parties , criminals , and economic interests .”

The proposed Organic Law of the Attorney General , promoted by several civic organizations can be found on .
