NGOs are being ignored

We've been told that several NGOs are upset with the Senate because the lawmakers ignored their request to organize a forum to discuss the secondary laws of the National Guard . A few months ago, a similar exercise was carried out to discuss the National Guard, nevertheless, the NGOs think that the Executive branch and lawmakers, especially from Morena , don't want to be pressured when they discuss the laws and after boasting that National Guard bill included recommendations from NGOs, now they don't want to be observed while they write the tiny letters in the bill. Will it be possible that Morena's coordinator in the Senate, Ricardo Monreal , will reconsider this and accept the NGOs request?
